List Document Review Criteria

The review-criteria rows agents evaluate documents against. At most one ACTIVE row per (documentType, requirementType, applicationType); possibly none — handle “no criteria”. The row that applies to a slot is the criteria field on each item of GET /applications/{applicationId}/requirements. Filters to be defined.
